APCO Cybersecurity Fundamentals for the ECC (October 21, 2025)

Cybersecurity has become an ever-increasing threat for public safety. Emergency communications centers (ECCs) are a valuable and vulnerable target for bad actors of all types. As a result of their high importance and visibility within the public safety ecosystem, ECCs have been battling cyberattacks for years. Public safety is at constant risk for many types of cyberattacks. Research indicates that the frequency and intensity of cyberattacks will continue to grow. All ECC employees need to be educated on the types of cyberattacks and related activity that occur daily in the United States. This course provides a basic overview of the critical pieces of information that all ECC employees should know – from surfing the internet to being aware of key indicators in email for possible phishing attempts. This course also provides several resources for creating an Incident Response Plan and what to do if your ECC experiences a cyberattack. This program also encourages connections among peers who share similar experiences and comprehend the demands of the 9-1-1 telecommunicator role. This session will focus on trauma, symptoms, and how to manage and heal.

9-1-1 Supervisor Leadership Academy (Joe Serio 6 Month Program)

Does the inconsistency in your leadership team cause a barrier in your communications center? Do your leaders have their own agendas? Your leaders set the tone in your organization. This academy is designed to transform your entire organization! We work directly with your leaders to clarify and expand their vision for the organization while they improve themselves and use what they learn to develop their teams. The 9-1-1 Supervisor Leadership Academy addresses supervision and leadership from a personal and holistic perspective. The underlying philosophy of the program is that leadership begins with the self, and improving leadership begins with improving the self. Participants meet in person once a month for six months. After the conclusion of the in-person classes, participants will receive regular emails for six months to revisit topics covered in class as reminders of what they learned and the commitments they made to become a better leader. The 9-1-1 Leadership Academy provides tools, techniques, tactics, and strategies to help supervisors and potential supervisors be more productive in their roles in the communications center.

Focus Areas: The CMCP focuses on a wide range of topics encountered daily by managers and supervisors, including: Organizational Culture and Structure: Defining the center's culture and designing an effective organizational structure. Management and Leadership: Understanding the difference between management and leadership and building effective teams. Business and Legal Issues: Addressing legal issues, financial management, and procurement processes. Training and Quality Assurance: Implementing training programs and ensuring quality assurance within the center. 9-1-1 Homicide Is The Caller The Killer (October 28-29, 2025)

This course is for those who initially take the 9-1-1 homicide phone call and those that investigate and prosecute homicides focusing on the call made by all individuals during 9-1-1 homicide phone calls. Thirty percent of all murderers call in their own crime pretending to be innocent. The Indicators of Guilt and Innocence will be explained. Each Indicator is thoroughly defined, discussed and the class will use tools to analyze actual 9-1-1 homicide cases in class. The course will raise student awareness on the importance of examining 9-1-1 calls made by individuals reporting a death or homicide, and obtaining valuable information about the offender and the offense from a critical analysis of the taped call.
