GHC 9-1-1 TRAINING MATERIALS


PSAP Operations Working Group: Term June 2024-2026

Greater Harris County 9-1-1- Emergency Networks mission is to ensure that anyone, at any time, using any device shall be able to reach emergency services. We strive to provide the most reliable, accurate, technologically advanced, and effective 9-1-1 system for our servicing area. We are able to accomplish this by working in partnership with our area Emergency Call Centers.

Greater Harris County 9-1-1 Emergency Network (GHC 9-1-1) hosts PSAP Operations Group Meetings once a month. These meetings include, but are not limited to: many considerations regarding 9-1-1 application updates, mapping enhancements, training, public education, and general functions of the PSAP. From this assembly, GHC 9-1-1 developed a PSAP Operations Working Group. The Working Group is designed to work closely with GHC to help test and provide feedback on 9-1-1 technology and applications from a user’s prospective.

This Working Group consists of three static positions, held by the PSAP Coordinators from the three largest agencies in the GHC 9-1-1 territory (HEC—HCSO—Fort Bend SO) and four rotating positions. An SSAP representative will fill one of the four rotating positions.

The criteria for the rotating positions are defined as such:

  • Must be a PSAP or SSAP Coordinator, Supervisor, or Trainer
  • Has the ability to make decisions on behalf of and/or influence decisions within their agency
  • Participation requires a two-year commitment
  • Participation will require 1-2 CPR certified instructors from each agency to teach 1-2 CPR courses per year for our district.
  • The three PSAP Coordinators from the Major centers will be allowed to designate a Supervisor or Trainer to be their representative on the PSAP Operations Working Group, should there be a need.

The positions of the PSAP Operations Working group are filled by popular vote. The positions are voted on during the first quarterly PSAP Operations meeting by all agencies representatives that are present.

PSAP Operations Working Group Expectations:

  1. After the PSAP Operations Working group is voted in, the members will designate a lead chair.
    1. The Lead chair will be responsible for meeting minutes, assignment of tasks, representing the working group at the quarterly PSAP Operations meeting, requesting task updates from the members,
  2. This dedicated panel of seven are expected to meet monthly and assist GHC 9‑1‑1 with PSAP-related concerns and discussions. Each member is expected to contribute and attend meetings.
  3. This team is also strongly encouraged to communicate with other Coordinators, Supervisors, and Trainers in between monthly meetings to continue valuable collaboration.
  4. Members of the team are agreeing to be a Beta testing site for GHC 9-1-1, as it applies to testing new 9-1-1 features.
  5. There are two NENA Committees (3 Working groups) that at least one member of the PSAP Operations Working Group will need to be a member of. These Committees and Working Groups may change year to year. The members of these committees will need to report back to the Working Group monthly on any upcoming projects or news that 9-1-1 or the agencies need to be aware of.

    3. GHC 9-1-1 encourages at-least one representing member from the PSAP Op’s working group attend the monthly GHC 9-1-1 board meeting.

Please ensure that you are familiar with the responsibilities and expectations of the designated positions prior to assuming the two-year commitment. If you do not meet the defined criteria we still appreciate your involvement in the quarterly group meetings.

If you are selected as a participant GHC 9-1-1 can provide a letter defining the specifics of the group to submit to your agency, Chief, or Manager.
